Legislation Includes Proposal to Lift PWI Cap
Today, the Senate advanced the bipartisan 21st Century ROAD to Housing Act by a vote of 89-10. The comprehensive housing legislation includes the proposal to lift the public welfare investment (PWI) cap from 15 to 20 percent, which could unlock billions of dollars in additional investment in the Housing Credit.
Texas Ranked as Having 22nd Highest Housing Wage by New Report

In the 2025 Gap Report by the National Low Income Housing Coalition, Texas was ranked 22nd highest in housing wage. “Affordable, decent-quality housing remains out of reach for many of the nation’s lowest-income renters. Despite modest economic gains for lower-income households in recent years, the rental housing crisis persists.
Reconciliation Bill Containing Historic Low-Income Housing Tax Credit Investment Signed into Law

On the Fourth of July, President Trump signed into law a reconciliation bill containing Housing Credit provisions projected to finance 1.22 million additional affordable homes over the next decade than otherwise possible, according to Novogradac.
LIHTC Provisions Advance as House Approves One Big Beautiful Bill

Early this morning the House of Representatives passed the One Big Beautiful Bill by a 215-214 vote. Despite all the back and forth from factions within the Republican conference, the President and Speaker Mike Johnson were able to push the bill over the goal line and secure the victory.

Knoll Street Crossing for Seniors – Houston, TX (TIFHC)
The Texas-based non-profit organization, Texas Inter-Faith Housing Corporation (TIFHC), has started construction on Knoll Street Crossing for Seniors, which is a new affordable housing community serving the elderly and seniors of both Houston and Harris County. Knoll Street Crossing for Seniors, located at 1938 Knoll Street in Houston, will be a newly constructed four-story elevator-loaded building offering 21 one-bedroom units and 44 two-bedroom units.
Park Boulevard Lofts – Houston, TX (BCHDC)
The Texas-based non-profit organization, Brompton Community Housing Development Corporation (Brompton), has started construction on Park Boulevard, which is a new affordable housing community serving the families of Houston, Texas. Park Boulevard, located at 9250 Blackhawk Boulevard in Houston, is comprised of a three, three-story garden style buildings offering 18 one-bedroom units, 30 two-bedroom and 18 three story units.
Avenue Heights – Killeen, TX (OCHDC)
The Texas-based non-profit organization, Oaklake Community Housing Development Corporation (OCHDC), has started construction on Avenue Heights, which is a new affordable housing community serving the families of Killeen, Texas. Avenue Heights, located at 2600 Illinois Avenue in Killeen, is comprised of a one-story community clubhouse and two three-story garden style buildings offering 21 one-bedroom units and 48 two-bedroom units.
Oak Lofts Crossing for Seniors – Stafford, TX (OCHDC)
Hunt Capital Partners, in collaboration with nonprofit Oaklake Community Housing Development Corporation (OCHDC), announced the closing of $13.2 million in federal Low-Income Housing Tax Credits (LIHTCs) for Oak Lofts Crossing for Seniors (Oak Lofts), a 60-unit affordable housing development in Stafford, Texas.
Skyline at Cedar Crest – Dallas, TX (BCHDC)
The $31.5MM development, Skyline at Cedar Crest, will convert vacant land into a mixed-income community servicing the workforce families of Southern Dallas. 85 of the 107 units, 79%, will be affordable to families earning 60% of the area median income ($51,550 for a family of four) or less.
Westheimer Garden Villas – Houston, TX (TIFHC)
Hunt Capital Partners, in collaboration with Texas Inter-Faith Housing Corporation, a 501(c)3 Texas non-profit organization, announced the closing of $13.8 million in federal low-income housing tax credit (LIHTC) and $194,580 in federal energy efficiency 45L credit equity financing for the construction of Westheimer Garden Villas.
